Meta Ad Account Disabled in India: Causes, Appeals and Backup Plans
Shreya Singh, Paid Media Analyst12 min read
One in five Indian D2C brands (20%) had a Meta ad account restricted or disabled in 2025, mostly for ad policy violations (40% of cases) or compromised logins (30%). To appeal, open Meta Business Support Home, select the account under Account status overview and follow What you can do: confirm your identity, secure the account or request a review. Appeals restored 61% of accounts, taking 5.5 days on average. Set up extra admins with two-factor authentication, a backup payment method, a second ad account and agency partner access before you need them.
Why do Meta ad accounts get restricted or disabled?#
Ad policy violations cause the most restrictions, 40% of them, and compromised accounts or unusual logins cause another 30%. Payment failures, verification problems and links to other restricted accounts make up the rest.
In 2025, 20% of Indian D2C brands had a Meta ad account restricted or disabled. These figures come from ProfitBox360 research, 2025 (client data and shopper surveys).
| Reason for the restriction | Share of restrictions | Common triggers |
|---|---|---|
| Ad policy violations | 40% | Ads that severely or repeatedly break the Advertising Standards |
| Account compromised or unusual login | 30% | A hacked profile, a login from an unknown device, or a missing two-factor authentication requirement |
| Payment failure or unpaid balance | 13.5% | A failed card charge, an unpaid balance, or a card that isn't set up for Indian recurring payments |
| Identity or business verification | 9% | An identity or business check that wasn't completed or didn't match |
| Linked to another restricted account | 7.5% | A shared admin, partner or asset connected to an account Meta has already restricted |
Health and supplement brands are restricted more often: 23.5% of them had an ad account restricted in the same period. Health claims in ads follow stricter category rules, which need a checklist of their own.
Ad policy violations#
Treat every rejected ad as a warning, because Meta acts on ads that severely or repeatedly break its Advertising Standards. It can then restrict the business portfolio, ad account, Page or user account behind them.
Fix the problem Meta names in a rejected ad, or request a review of that ad in Business Support Home. Meta bans any attempt to evade its review process. Its examples include creating new ad accounts to repeat violations after an account is disabled, and networks of accounts running the same violating ads. Resubmitting a rejected ad with small changes can look like evasion.
Compromised accounts and unusual logins#
Meta restricts advertising when it suspects that a business portfolio or its assets have been hacked. It also restricts people who don't meet its two-factor requirement, which Meta applies automatically to some business portfolios more than 90 days old.
When Meta sees unusual activity, it may temporarily:
- limit daily spending or lower the payment threshold
- remove access to some payment features
- block new admins, partners or users
- stop new ad accounts being created
Payment failures on Indian cards#
A failed payment pauses the ads and disables the ad account until the amount due is paid.
Under the Reserve Bank of India's e-mandate rules, a card must be verified before Meta can charge it automatically.
- Meta charges ₹3 to verify the card, with an OTP from your bank, and refunds it.
- After that, Meta charges the card each time you reach your billing threshold, up to ₹5,000 or ₹15,000 per transaction.
- Your bank sends a pre-debit notice at least 24 hours before each charge.
- Only cards from banks that support e-mandate work for automatic billing. Meta publishes the list of banks and card types, and it can change.
Meta may also limit how many ad accounts share one payment method. Typically, one payment method can be added to up to ten ad accounts.
Identity and business verification#
Meta may ask you to confirm your identity or verify your business before an account can advertise again. You'll need the legal business name, address and phone number, and a website that loads over HTTPS. The details must match your registered business.
If Meta can't find a matching record, it may ask for documents. It accepts a certificate of incorporation, a business registration or licence document, a government-issued business tax document or a business bank statement. A decision can take up to 14 working days.
Links to other restricted accounts#
Meta may restrict any business asset closely connected to accounts that break or evade its policies. For a D2C brand, that link can be a former agency, a freelancer who manages other clients, or an admin whose own profile was restricted.
Which part of the setup is restricted?#
Business Support Home shows which asset is restricted: the ad account, the business portfolio, a personal profile or a Page. Each one stops a different part of your advertising, so check it before you act.
| What is restricted | What stops | What may still work |
|---|---|---|
| Ad account | That ad account, its ads and some of its assets are disabled | Other ad accounts, if the restriction is only on this one |
| Business portfolio | The portfolio can't advertise, which affects the ad accounts it owns | Nothing in that portfolio until it's resolved |
| Personal profile | That person can't advertise or create ads. Ad accounts where they're the only user may also be disabled | Other people in the portfolio, ad account or Page |
| Page | The Page can't advertise | Other Pages that aren't restricted |
How do you appeal a disabled Meta ad account?#
Request a review in Meta Business Support Home, the page many advertisers know as Account Quality. Business Manager is now called a business portfolio, and the same process covers a business portfolio, ad account, Page or user account.
Request a review#
You must be an admin on the account to request a review.
- On a computer, open Meta Business Support Home.
- Select Account status overview in the left menu.
- Select the restricted account.
- In the What you can do section, select Request review.
- Complete the on-screen steps.
Meta says its review is typically completed in 48 hours, although it can take longer. Among Indian D2C brands, 61% of appealed accounts were restored, and restoration took 5.5 days on average from the appeal.
If Meta decides the restriction should stay, the account stays blocked. If it reverses the decision, the account is reinstated.
Confirm your identity or secure the account#
Complete whatever the What you can do section asks for, because Meta may need these steps before, or instead of, a review.
- Confirm your identity: Meta may ask for the email address on the account, your mobile phone for an SMS, a photo of your ID such as a passport or driving licence, or the payment method on the account. Once you start, you may need to finish within a set time.
- Complete verification: if Meta notices unusual behaviour, it may ask you to prove that you're not an unauthorised user.
- Secure your account: Meta may ask you to turn on two-factor authentication, click a link sent to the portfolio's email address, and get approval from someone with full control of the business portfolio.
If the restriction came from a missing two-factor requirement, Meta reinstates the account once two-factor authentication is turned on.
If a founder's or admin's personal profile was hacked, recover it first. Meta's support hub in the Facebook and Instagram apps brings recovery tools together, and recovery can include an optional selfie video.
Fix the cause before you appeal#
Remove the reason for the restriction first, because the review checks whether it should still apply.
- Ad policy: edit or delete the ads Meta flagged, and check the landing pages they send people to.
- Compromised account: change passwords, turn on two-factor authentication for everyone, and remove people, partners and apps you don't recognise.
- Payment failure: pay the balance in Billing and payments. Meta notes that Indian advertisers may not be able to use Pay now or Add funds on a disabled ad account. If that happens, use Contact support at the bottom of Business Support Home.
- Verification: keep your incorporation certificate, GST registration certificate and business bank statement ready, with the same legal name and address you entered.
- Linked account: remove former agencies, freelancers and admins who no longer work with you.
Get help beyond the review button#
Use Contact support at the bottom of Business Support Home first. It costs nothing.
Meta Verified for businesses is a paid subscription that adds enhanced support for account issues.
- All four plans include chat and email support.
- Plus adds prioritised support, and Premium adds phone call requests.
- Max adds an agent who monitors your active cases.
- Chat support works only on mobile.
- The business portfolio must have Advanced Protection turned on, and it can't be turned off while the subscription is active.
Plans, benefits and availability vary by region and account, so check what's offered in the app before paying.
Scammers target brands with disabled accounts. Meta says its representatives never ask for your password, payment details or other sensitive information over chat, text, email or phone. Business Support Home shows real account notices and lets you confirm whether a message that claims to be from Meta is genuine.
How can you keep ads running during a restriction?#
Prepare four things before anything goes wrong: two or more admins with two-factor authentication, a backup payment method, a second ad account in the same business portfolio, and agency partner access. Brands with a backup ad account set up earlier got ads running again in 2.5 days on average, against 5.5 days for accounts restored by appeal.
Do this while the account is healthy. A restricted business can lose the ability to add admins, partners or users, or to create new ad accounts.
| Set up | What it protects against | Where to set it up |
|---|---|---|
| Two or more people with full control, each with two-factor authentication | A hacked or restricted founder profile | Security Centre in Meta Business Suite |
| Two-factor authentication required for everyone | Compromised logins | Settings, Business portfolio info, Business options |
| A backup card from a second bank that supports e-mandate | Payment failures | Billing and payments, Payment methods, Add payment method |
| A second ad account in the same business portfolio, with its own payment method | A restriction on one ad account | Ad account creation limit under Settings, Business info |
| Agency partner access to your ad account and Page | A restricted founder profile, without handing over ownership | Settings, Users, Partners, Add |
| Business verification | Verification restrictions | Security Centre, Start verification |
Give the agency partial access to manage ads rather than full control. Partner access keeps the ad account and Page owned by your business portfolio, and you can remove the agency later.
Every quarter, remove people, partners and apps that no longer need access. Each week, check the Outstanding tab under Recent account issues in Business Support Home, so you see warnings before they become restrictions.
Use a backup only within Meta's rules#
Use a backup to keep compliant ads running while the appeal is reviewed, not to get around the restriction.
- It helps only when the restriction is on one ad account or one person's profile. If the business portfolio or Page is restricted, a backup that depends on it can't advertise either.
- Run only ads that follow Meta's policies. Moving the flagged ads to another account repeats the violation.
- Never open new accounts or portfolios to get around a restriction; appeal instead. Meta's Advertising Standards bar using inauthentic assets, including business manager accounts, to evade enforcement.
- Expect Meta to check the links between accounts. Links to another restricted account caused 7.5% of restrictions.
What a backup saves in rupees#
A backup that's ready cuts the time without Meta ads from 5.5 days to 2.5 days, so the saving is three days of sales at your daily rate.
Illustrative example: a brand spends ₹40,000 a day on Meta ads.
- Meta reports the benchmark ROAS of 3.65x, so it credits ₹1,46,000 of revenue a day.
- The average order value is ₹1,000, from 62.5% COD orders at ₹850 and 37.5% prepaid orders at ₹1,250. That makes 146 orders a day.
- The restriction is on one ad account, and the brand's second ad account in the same portfolio is in good standing.
- The brand runs only compliant ads on the backup.
- The table counts Meta-reported revenue, not profit. Ad spend pauses too, and some buyers would have ordered without the ads.
| Situation | Days without Meta ads | Meta-reported revenue paused | Orders paused |
|---|---|---|---|
| Backup ad account ready | 2.5 | ₹3,65,000 | 365 |
| No backup, appeal restores the account | 5.5 | ₹8,03,000 | 803 |
| Difference | 3 | ₹4,38,000 | 438 |
- Backup: ₹1,46,000 × 2.5 = ₹3,65,000
- Appeal: ₹1,46,000 × 5.5 = ₹8,03,000
- Saved: ₹8,03,000 − ₹3,65,000 = ₹4,38,000 of Meta-reported revenue, or 438 orders
If the appeal fails and there's no backup, each week without Meta ads pauses ₹10,22,000 of Meta-reported revenue (₹1,46,000 × 7).
FAQ#
Does Meta Verified get a disabled ad account restored faster?#
Meta Verified doesn't promise that a disabled ad account will be restored, or restored sooner. The subscription gives a business chat and email support for account issues, with prioritised support on the Plus plan and above. That can help you reach an agent and get the steps right, but Meta's review still decides the outcome.
Can you open a new ad account after Meta disables yours?#
Not to get around the restriction. Meta's Terms of Service, effective 1 January 2025, say that if Meta disables your account for breaking its rules, you agree not to create another without permission. Accounts created to evade a removal can be restricted too. Appeal instead, and rely only on backups set up earlier.
What happens to prepaid funds in a disabled ad account?#
If Meta disables an ad account for a policy violation and it stays ineligible for reinstatement for six months, unused prepaid funds may be forfeited where the law allows. After that, the account can't be reinstated. Indian brands that top up with UPI or NetBanking should keep prepaid balances close to their near-term spend.
Should you pay someone who offers to restore your account?#
No. Treat any offer to restore a Meta ad account for a fee as a scam, including messages from people who say they work for Meta. Meta's own representatives never ask for passwords or payment details. Requesting a review in Business Support Home is free, and it shows the real status of your accounts.
How many times can a brand request a review?#
Meta doesn't publish a number. It says advertisers get a limited number of advertising restriction reviews, and once a review is complete the decision is final. Fix the cause first, gather your identity and business documents, and send one careful request rather than several quick ones.
Do ads restart automatically after an account is reinstated?#
No. Meta doesn't restart ads that were running before the restriction. Once the account is reinstated, turn the campaigns back on in Meta Ads Manager, check their budgets and schedules, and confirm the payment method still works. Then check Business Support Home again for any outstanding issues before raising spend.
