Fake COD Orders in India: What the Evidence Says About Fraud and Verification

What we found

About 3.8% of Indian COD orders are fake, and fake orders cause only 12.5% of COD RTOs, so most RTOs come from genuine orders. COD orders confirmed on WhatsApp before dispatch come back 15% of the time, against 28.3% without confirmation. Confirm COD orders before dispatch, and check failed OTPs rather than cancelling them, because only 30% turn out to be fake.

How many COD orders are actually fake?#

About 3.8% of COD orders turn out to be fake, so fraud is a small part of the COD problem. These benchmarks come from ProfitBox360 research, 2025 (client data and shopper surveys).

Fake orders cause about one COD RTO in eight. The other seven come from genuine orders.

Label an order fake only with evidence#

Mark an order as fake only when you can show that nobody meant to buy.

Courier reason codes record what happened at the door, such as a refusal or no answer. They don't say whether the order was genuine, so add your own label to every failed order.

Then measure fakes two ways:

Fake order rate = confirmed fake COD orders ÷ COD orders placed × 100

Fake share of COD RTO = fake orders among COD RTOs ÷ all COD RTOs × 100

What fake orders cost#

Price fake orders separately from other RTOs, so you know how much a fraud check can save.

Illustrative example: a store receives 1,000 COD orders in a month, and every rate matches the benchmarks. Counts are rounded to whole orders.

  • COD orders cancelled before dispatch: 8.3%
  • COD RTO: 24.3% of shipped orders
  • RTO cost: ₹172.50 per RTO shipment, covering forward freight, return freight and handling

The calculation:

  • Fake orders placed: 3.8% × 1,000 = 38, worth ₹32,300 in order value
  • Shipped: 1,000 − 83 cancelled = 917
  • COD RTOs: 24.3% × 917 = 223, costing ₹38,467.50
  • Fake RTOs: 12.5% × 223 = 28, costing ₹4,830

So 28 of the 38 fake orders reach a courier, and the other 10 are stopped before dispatch. The remaining 195 RTOs cost ₹33,637.50 and come from genuine orders. Confirming each buyer's intent before dispatch is what reaches that larger share.

Catch duplicate orders before dispatch#

Check for duplicates before every dispatch run: about 2.1% of orders are duplicates, placed by accident or on purpose. For every 1,000 orders, that's 21 duplicates. If each one shipped and came back, they would cost ₹3,622.50 at ₹172.50 per RTO.

Flag orders with the same phone number and the same items placed close together. Ask the buyer on WhatsApp which one to keep, then cancel the other.

How much does WhatsApp confirmation cut COD RTO?#

Confirmed COD orders come back about half as often: 15% of the time, against 28.3% for COD orders shipped without confirmation. That's 13.3 percentage points lower.

The two RTO rates blend to the overall 24.3% COD RTO when about three in ten COD shipments go out confirmed.

The 15% partly reflects who replies. Buyers who take the trouble to confirm were more likely to accept the parcel anyway. Measure the effect in your own store with the test described below.

What confirmation saves in rupees#

Count the savings in delivery costs, then set them against any lost sales. The message itself barely registers: one prevented RTO at ₹172.50 pays for 1,500 confirmations at 11.5 paise each.

Illustrative example: 1,000 COD orders a month that would otherwise all ship, at the ₹850 average COD order. Counts are rounded to whole orders.

  • Every order gets one WhatsApp confirmation, at Meta's India rate of 11.5 paise per delivered utility message
  • Orders cancelled in reply don't ship
  • Orders with no reply ship anyway and come back at the unconfirmed rate of 28.3% (an assumption)
  • Forward shipping costs ₹61.50 per delivered order, and each RTO costs ₹172.50

With confirmation, 665 buyers reply (66.5%). 110 of them cancel (11% of all 1,000), so 555 confirm. The other 335 don't reply.

  • Confirmed orders: 15% × 555 = 83 RTOs
  • Orders with no reply: 28.3% × 335 = 95 RTOs

Confirmation cuts delivery costs by ₹18,305 a month. Delivered sales fall by ₹4,250, because a few buyers who cancelled would have accepted the parcel. Even if all of that lost sales value had been profit, the store ends ₹14,055 a month ahead.

Across shipped orders, RTO falls from 28.3% to 20%, not to 15%. The 335 silent buyers still ship unconfirmed. Every silent buyer who confirms after a reminder or a call moves into the lower-risk group.

Set up the confirmation flow#

  1. Collect WhatsApp opt-in at checkout, before the first message goes out.
  2. Send the confirmation as a utility template soon after the order. Meta counts confirming, updating or cancelling an order as utility, provided the message has no promotional content. Include the order number, items, cash amount due and delivery address.
  3. Add quick-reply buttons such as "Confirm order" and "Cancel order". A tap sends the button text straight back to you, and each label can be up to 25 characters.
  4. Hold the order until the buyer replies or your dispatch cut-off arrives. Send silent buyers one reminder, then call them.
  5. Cancel the order when the buyer taps "Cancel order", and update the address when they correct it.
  6. Offer prepaid in a separate message after the buyer confirms. About 9.3% of COD orders switch when offered at this point. For every 1,000 COD orders offered, that's 93 orders, or ₹79,050 at ₹850 each, paid upfront.
  7. Save the reply status on every order: confirmed, cancelled or no reply.

Test it on your own orders#

Hold back a random one in ten COD orders from the confirmation message. Ship them as usual, then compare their RTO rate with the orders that got the message. The gap is what confirmation adds in your store. Wait until each group has a few hundred shipped orders before you judge it.

Should a failed OTP cancel a COD order?#

No, check the order instead: only 30% of COD orders that fail an OTP turn out to be fake. About 10.3% of COD orders sent an OTP fail it or never complete it.

A failed OTP still matters. At 30%, a failed-OTP order is about eight times as likely to be fake as the average COD order, at 3.8%.

Illustrative example: 1,000 COD orders get an OTP, at the ₹850 average COD order. Each fake order that ships comes back as an RTO costing ₹172.50 (an assumption). Counts are rounded to whole orders.

  • Failed OTPs: 10.3% × 1,000 = 103
  • Fake orders among them: 30% × 103 = 31
  • Genuine orders among them: 72

Cancelling all 103 avoids ₹5,347.50 of RTO cost on the 31 fake orders. It also throws away 72 real orders worth ₹61,200.

Check failed-OTP orders this way:

  • Send them the WhatsApp confirmation first, and call anyone who stays silent.
  • Offer a prepaid link or a part payment to buyers you still can't verify.
  • Label failed-OTP orders "Unverified" until those checks are done.

FAQ#

What does a WhatsApp confirmation message cost in India?#

Meta charges 11.5 paise for each delivered utility message to an Indian number, so confirming 1,000 COD orders costs about ₹115, plus any fee your WhatsApp provider adds. Utility messages sent within 24 hours of the buyer's own message are free until 1 October 2026. From that date, Meta charges those, and ordinary replies, at the same 11.5 paise.

Can the confirmation message include a prepaid discount?#

Keep the discount out of the confirmation template. Meta classes a template that mixes an order update with a promotion as marketing. A marketing message to an Indian number costs 86.31 paise, against 11.5 paise for utility. Send the prepaid offer as a separate reply once the buyer has tapped "Confirm order".

Does a brand need permission to send WhatsApp confirmations?#

Yes, the buyer must opt in first. WhatsApp's Business Messaging Policy allows messages only to people who gave you their number and agreed to hear from you. Add a line at checkout that names your brand and says order updates will come on WhatsApp. Stop messaging anyone who asks you to.

Can Meta limit a brand's WhatsApp messages?#

Yes. Meta rate-limits businesses whose message quality stays low for a sustained period, and buyers can block or report a business. Keep each confirmation specific to the order, send it only to buyers who opted in, and stop at one reminder. That protects the number your COD checks depend on.

Should a number that placed a fake order lose COD?#

Yes, switch off COD for that phone number and delivery address once an order is proven fake, but keep prepaid open. A genuine person who shares the number can still pay online, while a prankster has no reason to. Record the evidence with the order, such as the call where the number's owner denied ordering.

Do fake orders inflate sales reports?#

Yes, a fake COD order counts as a sale from the moment it's placed, so it inflates order counts, revenue and conversion rate until someone cancels it or it comes back. At the 3.8% benchmark, 1,000 COD orders at ₹850 carry about ₹32,300 of fake order value. Report delivered orders next to orders placed.

Can COD OTPs be sent on WhatsApp instead of SMS?#

Yes, but WhatsApp requires Meta's authentication template for one-time codes, with fixed wording such as "123456 is your verification code". You can add Meta's optional security note and an expiry warning, but the rest is set. Each delivered authentication message to an Indian number costs 11.5 paise, the same as a utility message.
